西北師范大學社會發(fā)展與公共管理學院成立于2012年5月,是學校26個二級學院之一。其前身是西北師范大學政法學院社會學與社會工作系和政治與公共管理系。學院堅持教學、科研與實踐并重的發(fā)展思路,在為國家和地方培養(yǎng)優(yōu)秀的公共管理與社會工作專門人才的同時,通過科學研究為政府制定社會發(fā)展與公共管理政策提供專業(yè)化的服務與理論支撐。學院現(xiàn)已成為西北地區(qū)以本科生、碩士生教育為主的教育科研人才培養(yǎng)基地,為西北地區(qū)培養(yǎng)公共管理和社會工作人才發(fā)揮著重要作用。
學院現(xiàn)設有3個系:行政管理系、社會工作系、社會保障系;1個省高校人文社科重點研究基地——甘肅省西北民族地區(qū)社會發(fā)展與地方治理研究中心;2個研究所:社會學研究所、公共管理研究所;4個研究中心:社會保障研究中心、社區(qū)與社會工作研究中心、非政府組織研究中心、西北少數(shù)民族婦女研究中心(全國婦聯(lián)“婦女/性別研究與培訓基地”);2個學位教育中心:公共管理碩士(MPA)專業(yè)學位教育中心、社會工作碩士(MSW)專業(yè)學位教育中心; 1個人才培養(yǎng)基地——西北地區(qū)社會發(fā)展人才培養(yǎng)基地,并建有社會工作與公共管理實驗中心、現(xiàn)代管理實驗室和學院資料中心。
學院現(xiàn)有社會工作、行政管理、管理科學、勞動與社會保障4個本科專業(yè),涉及法學、管理學2個學科門類。學院擁有社會學、公共管理2個一級碩士學位授權學科,公共管理碩士(MPA)、社會工作碩士(MSW)2個專業(yè)碩士學位授權點;社會學、公共管理一級學科為甘肅省重點學科;甘肅省精品課程3門。
學院現(xiàn)有教職工37人,專職教師32人,其中教授8人,副教授10人,講師12人,助教2人,高職稱教師共計18人,占教師比例的56.3%;;畢業(yè)于清華大學、復旦大學、南開大學、中國人民大學、中山大學、四川大學、北京師范大學、中央民族大學等985、211高校的博士和在讀博士16人,獲得碩士學位教師9人,碩士生導師14人。3名教授為甘肅省333和555創(chuàng)新人才;1名教授為甘肅省第一層次領軍人才,3名教授為甘肅省第二層次領軍人才。學院還聘請外籍專家和校外專家學者作兼職教授。
學生是學院的重要資源。學院現(xiàn)有全日制普通本科生406人,全日制普通碩士研究生78人,公共管理碩士(MPA)和社會工作專業(yè)碩士(MSW)324人。學院已成為培養(yǎng)社會學、社會管理、社會工作和公共管理高層次專門人才的重要基地。
學院有良好的學術傳承,重視科學研究和服務地方經(jīng)濟社會發(fā)展,社會學學科和公共管理學科在甘肅乃至西北地區(qū)具有較高的學術聲譽和社會影響,已逐步形成了崇尚學術、追求卓越的良好風尚。近年來學院承擔省部級國家社科基金項目20余項,在《中國行政管理》、《民族研究》、《社會》、《人民日報》、《光明日報》等刊物發(fā)表學術論文290余篇,出版專著、教材20余部。積極開展與地方政府、企事業(yè)單位的合作,承接橫向課題20余項。積極推進國際學術交流,與美國、日本、挪威、芬蘭等國家和港臺地區(qū)有關高校建立了良好的學術交流與合作關系。
學院貫徹“人才強院,科研興院”和“人人參與,和諧發(fā)展”的管理理念,堅持為甘肅及西部地區(qū)經(jīng)濟社會發(fā)展服務的宗旨,進一步突出辦學特色,以學科建設為引領,以專業(yè)建設為基礎,以師資隊伍建設為關鍵,以制度規(guī)范為保障,以人才培養(yǎng)質量和服務社會能力提升為目標,做強基礎理論學科,做實應用性學科,不斷提高服務地方經(jīng)濟和社會的能力,向高水平的教學研究性學院邁進。

A Brief Introduction of CSDPA
Founded in May 2012, College of Social Development and Public Administration (CSDPA) is one of the 26 colleges in NWNU, and it originates from the Department of Sociology Social Work and the Department of Politics Public Administration in the former College of Political Science and Law. We emphasize on teaching, scientific researching and practice, aiming at cultivating excellent graduates for public administration and social work, and providing professional service and theoretical support for the government to formulate the policies of social development and public administration. Our College, an educational and scientific researching base, is playing an important role in educating undergraduates and master students for public administration and social work in northwest part of China.
The College has 3 major-based departments, namely the Administrative Management, Social Work and Social Security. Other teaching and scientific research institutes include the Key Research Base on Humanities and Social Science of Colleges in Gansu Province (Social Development and Local Governance Research Center of Northwest Ethnic Regions), the Institute of Sociology, the Institute of Public Administration, the Social Security Research Center, the Community and Social Work Research Center, Non-Government-Organization Research Center, the Northwest Minority Women Research Center(Women/Gender Research and Training Center of ACWF), MPA Education Center, MSW Education Center, the Talent Training Base for Social Development of the Northwest Region, the Experimental Center for Social Work and Public Administration, and the Modern Management Laboratory and the College Document Center.
There are 4 undergraduate majors in our college, including Social Work, Administrative Management, Management Science and Labor and Social Security, covering 2 disciplines of Law and Management. The College has 2 first-grade disciplines (Sociology and Public Administration) with master’s degree granting authority, and 2 professional master degree programs, i.e. MPA (Master of Public Administration) and MSW (Master of Social Work). Sociology and Public Administration are the provincial-level key disciplines. The College established three exquisite courses of the provincial-level in Gansu.
The staff number of CSDPA has amounted to 37, of whom 32 are professional teachers, including 8 professors, 10 associate professors, 12 lecturers and 2 assistants. Among all the full-time teachers, 18 have got senior title, reaching a rate of 56.3%; They graduated from different universities, such as Tsinghua University, Fudan University, Nankai University, Renmin University of China, Zhongshan University, Sichuan University, Beijing Normal University, Minzu University of China, etc. 16 teachers are doctors or doctorial students, and 9 teachers are masters. Besides, there are 14 master supervisors, 3 professors granted as provincial 333 and 555 innovative talents in Gansu, 1 professor (the frist-level leading talent in Gansu Province), 3 professors (the second-level leading talents in Gansu Province). The College also employs adjunct professors from other universities home and aboard.
Currently, the number of full-time undergraduates and postgraduates in our college is 406 and 78 respectively, and that of professional Master on MPA and MSW is 324. The College has become a key base to cultivate high-level professional talents in sociology, social administration, social work and public administration.
The College keeps a good virtue of academic tradition for “science advocated and excellence pursued” by stressing on scientific researches serving local economy and social development. So far, the disciplines of Sociology and Public Administration have gained good academic reputation and favorable social impact. In recent years, the teachers of our college have been undertaking over 20 national social and technological key task programs, published more than 290 academic theses in academic journals, such as Chinese Administrative Management, Ethno-National Studies, Society, People’s Daily, Guangming Daily, etc. In addition, the staff published over 20 books and textbooks, and undertook about 20 programs by cooperating with local government and enterprises. The College is actively promoting international academic exchange and cooperation with universities in America, Japan, Norway, Finland, and so on.
Implementing the concepts of “Strengthening the college through human resource and reinvigorating the college through scientific research” and “Everyone involved and harmonious development”, our college strictly adheres to the aim of serving the economic and social development for Gansu and other Western regions. In future, we will keep on focusing on the leading function of discipline construction, the foundational role of specialty construction and the decisive role of the construction of teaching staff. Meanwhile, we will standardize the management system and improve the quality of personnel training and the ability of serving the community. By strengthening basic theoretical disciplines and booming applied subjects, CSDPA is surely stepping forward a high-level teaching and researching college.
